Old / Vintage Live Steam Engine Toy Model Kit Brass, Wood Antique

It seems to be well built and sturdy. I do not see anything cracked or broken. It rotates nicely and all of the mechanisms appear to be functioning as they should. On the base "1984" is handwritten which might be a clue as to how old this might be?
